Budgeting and planning inside a federal agency is nothing like budgeting inside a typical business: the requirements are complex, highly specific, and shaped by strict process. Working with DRI for the US Department of Energy, 247 Labs was tasked with turning those requirements into a single budgeting portal — one that could serve seven distinct user types, each with its own permissions, workflows, and view of the data, without compromising security or speed.

The core challenge was capturing complex and very specific requirements into one portal that accommodated seven different user types in a multi-tenant structure. Every user group needed access to the right data and functions — and only the right data and functions. Getting the data model, the transformation pipeline, or the interface wrong for any one of those seven audiences would create delays and errors in a process where accuracy is non-negotiable.

247 Labs designed and architected a complete ETL (Extract, Transform, Load) layer framework and built the portal to match the client’s specifications exactly. The ETL framework handles the movement and transformation of budgeting data behind the scenes, while the Laravel-based portal presents each of the seven user types with the tools and views relevant to their role. An enhanced dashboard and a power-user interface round out one coherent, secure system — complex, agency-specific requirements turned into a working platform, built to spec from end to end.
